Ibn 'Umar (Allah be pleased with them) reported: Allah's Messenger (ﷺ) ordered to kill dogs, and he sent (men) to the corners of Medina that they should be killed. أمر رسول الله صلّى الله عليه وسلّم : بقتل خمس فواسق في الحلّ والحرم

The Shaykh : This context contains the command to kill these harmful creatures, which is more than mere permissibility. The previous words contained permissibility, whereas this contains a command. Likewise, a person is commanded to kill any harmful animal, just as he is commanded to remove harm from the path. If removing harm from the path is among the recommended acts of charity, then killing that which harms by itself is all the more so, without a doubt.
And on this basis, we are commanded to kill these harmful creatures, whether in the open land or in the Sacred Precinct.
But an exception is made for the animals in houses, for the animals in houses "dwelling places" are not to be killed except the tailless one and the one with two stripes, for these are to be killed even in houses.
The tailless one: the scholars said it is an animal with a short tail, such that one who sees it might think it has no tail. This one is to be killed.
And the one with two stripes: it is an animal with two black lines on its back. The Prophet (peace and blessings be upon him) informed that these two snakes snatch away sight and expel what is in the wombs of women, meaning that they have a power such that if a person looks at them, he may become blind, and they snatch away sight. And if a pregnant woman sees them, she may give birth, so due to the strength of their effect, the Prophet (peace and blessings be upon him) permitted their killing even in houses, but not the others, if they are in houses.
But what does a person do if he sees this snake in his house? It will cause distress to him and his family. We say: for every disease there is a cure. Impose a restriction on it three times, saying: "You are under my restriction," or "I restrict you from leaving the house," or something similar, three times. If it returns, he may kill it, because if it returns, this indicates that it is not a jinn, so it is killed. If it does not return, it has ended. If it returns and it is a jinn, it has forfeited its own blood, since it remained in the house or entered the house after being restricted.
The reason for this is that the Prophet (peace and blessings be upon him) arrived in Madinah one day, and there was a young man, I think from the Ansar, who had recently married. He went to his house and found the wife at the door, so he asked her: "What is the matter?" She pointed to the bed, and there was a coiled snake. He took a spear and stabbed it until it died. She said: "We do not know if he killed it before he died, or if it died before him," meaning that he died immediately.
So the Prophet (peace and blessings be upon him) was informed:
That houses have inhabitants from the jinn أن للبيوت عمّارًا من الجن
, and that jinn may take the form of a snake,
So he prohibited thereafter the killing of snakes that are in houses, except the tailless one and the one with two stripes فنهى بعد ذلك عن قتل الحيات التي تكون في البيوت ، إلا الأبتر وذا الطّفيتين

If someone asks: Are mosquitoes among the harmful creatures, to be killed even if a person is in the state of ihram, shedding blood while in ihram? Or do mosquitoes not have blood? Well, they have blood, but it is not seen, it is very little. In any case, this is a general rule: every harmful thing is to be killed under any circumstances.
Well, if a person says: Suppose we cannot kill this mosquito except by what is attached to electric light bulbs, is it killed by that?
The answer: Yes, it is killed by that, for two reasons:
The first reason: it kills the mosquito by electrocution, not by burning, as evidenced by the fact that if you put in it? Or a cloth does not burn.
The second: there is no way to kill it except by this, and if there is no way to kill it except by this, there is no harm, as evidenced by the fact that the Messenger (peace and blessings be upon him) burned the palm trees of Banu Nadir, even though there would be insects and birds and other things in them, and they would die by this burning. Yes.
