Did 'Umar find a contradiction between the apparent meaning of the Sunnah and the apparent meaning of the Book, and did he issue a ruling on performing Hajj alone?

Machine translationRead the Arabic original
The questioner : Some people with ulterior motives may argue that 'Umar (may Allah be pleased with him) contradicted the apparent meaning of the Sunnah with the apparent meaning of the Book. How should one respond to these people?

The Shaykh : It was an exercise of independent legal reasoning. 'Umar exercised independent legal reasoning, and he erred, just as others do.

The questioner : But did he explicitly state that this is a marfu' Sunnah?

The Shaykh : It is marfu' regarding the prohibition of exiting the state of ihram, because the Messenger of Allah (peace and blessings be upon him) did not exit the state of ihram; rather, he completed the rites. And Allah also said:
And complete the Hajj and 'umrah for Allah وأتموا الحج والعمرة لله
[Al-Baqarah 2:196]
There is no exiting the state of ihram in it.

The questioner : We say to them: Is there a contradiction?

The Shaykh : There is no contradiction. There was independent legal reasoning, but it was not correct.
