Where is the sacrificial animal of the one prevented from completing Hajj slaughtered?

Machine translationRead the Arabic original
The questioner : The place for slaughtering the sacrificial animal in the case of being prevented from completing Hajj is...?

The Shaykh : The place for slaughtering the sacrificial animal, may Allah bless you, is in the very place where you were prevented from completing Hajj, in that same place.

The questioner : Okay, if he does not find it in that place, is it possible to find it in another place if he returns to his country?

The Shaykh : It is possible that if he returns to his country, he instructs someone to slaughter it in his place.

The questioner : Even if it is difficult for him in the place of being prevented?

The Shaykh : If it is difficult, as I said.

The questioner : It is not his country, his country is not close, meaning?

The Shaykh : But I can say: It is possible to appoint someone if he finds someone to appoint, and there is no harm in that. But does the exit from the state of ihram remain suspended until the sacrificial animal is slaughtered? If he is unable to afford it, then there is no doubt that no sacrificial animal is required of him, and that does not depend on finding the sacrificial animal. And if he is able to afford it, there is also disagreement in this: some say that he does not exit the state of ihram until he slaughters it, even in the case of being prevented from completing Hajj.
And some said: He exits the state of ihram.
