The Shaykh : If he says "O Barakah" in jest, that is a type of mockery and ridicule of him, and it is not permissible
O you who have believed, let not a people ridicule [another] people; perhaps they may be better than them يا أيها الذين آمنوا لا يسخر قوم من قوم عسى أن يكونوا خيرًا منهم
[Al-Hujurat 49:11]
If he says it as a greeting, there is nothing wrong with it, on the condition that his intention is that this man, when he comes, brings good, either by bringing a gift with him, or by bringing a religious benefit, or something similar. However, if he intends the inherent blessing, then it is not permissible.
