The Shaykh : There is no doubt. The scholars said that if the neighbor is a Muslim relative, he has three rights: the right of neighborliness, the right of Islam, and the right of kinship. If he is a Muslim non-relative, he has two rights: the right of neighborliness and the right of Islam. If he is a disbeliever, he has one right, which is the right of neighborliness, unless he is a relative, in which case he also has the right of kinship.
