Q 2: Did the bequest of the Prophet (peace and blessings be upon him) to the neighbor include the non-Muslim neighbor, or was it restricted to Muslim neighbors only?
A 2 : The Shari'ah commands kindness to the neighbor, doing good to him, and refraining from harming him. It is established in (the two Sahihs) in the hadith of 'Abdullah ibn 'Umar (may Allah be pleased with them both), that the Prophet (peace and blessings be upon him) said:
Jibril – may the Salawat of Allah be upon him – continued to recommend me about (treating) the neighbors so (kindly and politely), that I thought he would order me to make them heirs.ما زال جبريل يوصيني بالجار حتى ظننت أنه سيورثه

The term "neighbor" is general and not
restricted, so it includes the Muslim and the non-Muslim, and each is honored in a manner befitting him. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
