And the most beloved things with which My slave comes nearer to Me, is what I have enjoined upon him وما تقرب إلي عبدي بشيء أحب إلى مما افترضته عليه

And for this reason, there are two rak'ahs. Yes, the obligatory Fajr prayer is two rak'ahs, and its sunnah is two rak'ahs. Which is more beloved to Allah? The obligatory prayer. And so it is with all acts of worship: if they are of the same type, the obligatory one is more beloved to Allah than the voluntary one.
