Ibn Taymiyyah, the Shaykh al-Islam, said in *Al-'Aqidah al-Wasitiyyah*, page 115, third edition, in the commentary of Muhammad Khalil al-Haraz: "And the meaning of His saying:
And He is with you وهو معكم
is not that He is mixed with creation, for this is not required by the language. Rather, the moon is a sign among the signs of Allah the Exalted, one of His smallest creations, and it is placed in the sky, and it is with the traveler and the non-traveler wherever they are. End of quote.
Only the *Hululiyyah* (those who believe in divine indwelling) from the early *Jahmiyyah* and others who said that Allah is in every place by His essence held to this false meaning. Far is Allah from their saying, exalted above it greatly, and
Grave is the word that comes out of their mouths; they speak not except a lie. كبرت كلمة تخرج من أفواهم، إن يقولون إلا كذباً
[Al-Kahf 18:5]
. Those of the Salaf and the Imams who encountered their saying rejected it, because of the false implications that follow from it, which include describing the Exalted with deficiencies and denying His rising above His creation.
How can anyone say that Allah the Exalted is in every place by His essence, or that He is mixed with creation, when He, Glorified is He, has
His Kursi (Footstool) encompasses the heavens and the earth وسع كرسيه السموات والأرض
while the earth entirely will be [within] His grip on the Day of Resurrection, and the heavens will be folded in His right hand والأرض جميعاً قبضته يوم القيامة والسموات مطويات بيمينه
[Az-Zumar 39:67]
