The Shaykh : Then the author said: "Chapter Twenty-Four: On the Division of the People of the Qiblah Regarding the Verses and Hadiths of the Attributes".
First: We ask, who are the People of the Qiblah? Listen to the meaning. He said: "By the People of the Qiblah is meant those who pray toward the Qiblah, and they are all those who claim affiliation with Islam".
This is the meaning of the People of the Qiblah according to the people of the Sunnah. When they say "People of the Qiblah," they mean everyone who prays toward the Qiblah, and no one prays toward the Qiblah except one who claims affiliation with Islam.
Are the Jahmiyyah among the People of the Qiblah? Yes, indeed, they pray toward the Qiblah, as do the Mu'tazilah, the Asha'irah, and others like them. All of these are among the People of the Qiblah, because they pray toward it and claim affiliation with Islam.
As for whether they are Muslims or not, that is a separate matter.
The important point is that these people claim to be Muslims and they pray toward the Qiblah.
The People of the Qiblah are divided regarding the verses.
