These are Murji'ah. They say: If you say, "I am a believer, if Allah wills," then you are a doubter.
And the people of the Sunnah and the community permit making an exception in faith, as al-Safarini said:
"And in our faith we make an exception *** Without any doubt, so listen and reflect"
Yes, they say: As long as you permit making an exception in faith, O servant of Allah, you are doubters. "I am a believer, if Allah wills." Well... if you say "if Allah wills," it means you are in doubt about your faith, so you are doubters. Why? He said: Because making an exception in faith, "because faith, in their view, is the affirmation of the heart, and making an exception is doubt in it according to these Murji'ah."
