The Shaykh : Because when the father of a Companion is a Muslim, it is said (may Allah be pleased with both of them).
"(may Allah be pleased with both of them) That the Prophet (peace and blessings be upon him) said regarding menstrual blood that falls on a garment" Menstrual blood; menstruation is blood of nature and constitution that the womb releases when a woman reaches the age of menstruation and is prepared for pregnancy. It is a natural matter, meaning it is not an accidental occurrence for women, as evidenced by the statement of the Prophet (peace and blessings be upon him) to Aisha (may Allah be pleased with her) when he found her crying over menstruation, where he said:
This is what Allah has ordained for all the daughters, of Adam هذا شيء كتبه الله على بنات آدم

Menstrual blood that falls on a garment: scrape it off, meaning scrape off the blood, then rub it with water. Rubbing is massaging with the fingertips, whether with water, with the moisture of her saliva, or something similar. Then sprinkle it and pour water over it. These are three levels: the first is scraping, and when do we need it? When it has dried. The second is rubbing it with water, meaning massaging it between the fingers like this. The third is sprinkling, and the meaning of sprinkling here is washing. Then he said:
Then pray in it ثمّ تصلّي فيه
Agreed upon by al-Bukhari and Muslim. And this, as far as I know, is as if the Prophet (peace and blessings be upon him) was asked for a ruling regarding a woman whose garment is affected by menstruation: should she pray in it or not? So he said this.
