This message was sent by the citizen Hasan Muhammad, who says in it: Peace be upon you, and Allah’s mercy and blessings, and after that: I present this question to you and hope for an answer to it:
I am a man who holds the position of mu’adhdhin (the one who calls to prayer) at a mosque, and I have a salary from the endowments. I am told: You have received a salary, so you are not entitled to a wage. I do not desire that; rather, I prefer a wage over a salary. He says: Knowing that I am in need of this salary, as I have no other income, but I prefer the reward of the Hereafter over the reward of this world. May Allah preserve you and care for you?
Answer: It is established from the Prophet (peace and blessings be upon him) that he said to Uthman ibn Abi al-As, when he asked him to be the imam of his people:
You are their Imam, so consider the weakest among them and choose a Mu'adhdhin who does not accept any payment for his Adhan.أنت إمامهم، واقتد بأضعفهم، واتخذ مؤذناً لا يأخذ على أذانه أجراً

However, the scholars mentioned that there is no blame on the one who is given from the public treasury what helps him in that, and there is nothing wrong with it for him; because the public treasury is for the interests of the Muslims. Likewise, the endowments that Muslims establish for mu’adhdhins and imams: there is no blame on them if they take from them what helps them in righteous work. So if you, O questioner, take from the public treasury of the Ministry of Endowments what helps you, there is no blame on you, and we hope that you will have the full reward; because you are taking something that helps you in this obligatory duty and this righteous work. And perhaps if you left that, you would leave this work in order to seek sustenance.
So the conclusion is: if the mu’adhdhin is given what helps him in performing the adhan because he needs it, there is no blame on him in that; because the adhan occupies him and he needs times for it. So if he takes what helps him in that, there is no blame on him in that.
But if Allah has made things easy for a person and he loves to work without taking anything from the public treasury, that is better and more complete. Because in that case, his devotion is complete, with nothing lacking in it; rather, he did his work for Allah completely, without any impurity. As for the one who takes from the public treasury, there is no blame on him; because the public treasury is for the Muslims in general, and especially for interests such as the adhan and leading the prayer, and the like of that. Likewise, the endowments established for mu’adhdhins and imams: all of this is from the category of cooperation in righteousness and piety, and from the category of facilitating the matters of leading the prayer and the adhan, because not everyone can devote themselves to this thing. So if his need is secured, this is more likely to make him commit to and carry out this great obligatory matter. Yes.
The presenter: But this wage that is given today to mu’adhdhins, does it fall under this encouragement that the Messenger (peace and blessings be upon him) encouraged? And these people are taking from the public treasury of the Muslims now?
The Shaykh: What appears is that it is not included in this, and that the Prophet (peace and blessings be upon him) meant the one who, in effect, is hired, i.e., he is given and says: I will not call to prayer except for a wage. He takes a wage for that, meaning: an agreement between him and the people of the mosque, or between him and some other people. This is the closest in the apparent text. As for the one who is given from the public treasury, as the teacher is given, and the imam is given, and the mujahideen are given, he is not included in this, if Allah wills. But there is no doubt that the one who means not to take anything at all, and to devote himself to this thing from his own side, because Allah has given him wealth and made things easy for him, is more complete in sincerity. Yes.
