Then he said, "Allah the Exalted, Bismillah al-Rahman al-Rahim. The discussion is about the Basmala. The author says: 'Surat al-Saffat is Meccan, consisting of one hundred and eighty-two verses'. Meccan refers to what was revealed before the Hijrah; therefore, everything revealed before the Hijrah is Meccan, even if it was revealed in a place other than Makkah. And everything revealed after the Hijrah is Medinan, even if it was revealed in Makkah. Accordingly, His saying, the Exalted:
This day I have perfected for you your religion and completed My favor upon you اليوم أكملت لكم دينكم وأتممت عليكم نعمتي
[Al-Ma'idah 5:3]
which was revealed to the Prophet (peace and blessings be upon him) while he was standing at 'Arafah, is Medinan. This is the most correct opinion regarding the Meccan and Medinan: that what was revealed after the Hijrah is Medinan, and what was revealed before it is Meccan.
