Ta, Seen. These are the verses of the Qur'an طس تِلْكَ آيَاتُ الْقُرْآنِ ...
[al-Naml:1] to the end.
He says: This is Surat al-Naml, and it was named so because of the mention of the ants in it. The naming of surahs is based on the slightest connection; therefore, al-Baqarah was named Surat al-Baqarah because of the mention of the cow in it. It is not precluded that a surah be named by several names for several connections.
And his statement that it is Meccan. The correct view regarding Meccan and Medinan is that the difference between them is that what was revealed before the migration is Meccan, and what was revealed after it is Medinan.
It was also said: Meccan is what was revealed in Mecca, and Medinan is what was revealed in Medina. It was also said: Meccan is what contains the mention of the fundamentals—the fundamentals of Islam or faith—and Medinan is what contains the mention of the branches.
So according to the first, the criterion is time; according to the second, the criterion is place; and according to the third, the criterion is the subject matter.
But what the researchers hold is that what was after the migration is Medinan, and what was before it is Meccan. They have mentioned in the principles of exegesis guidelines for this to which one refers.
