All right. Then Allah the Exalted said: "
who establish the prayer الَّذِينَ يُقِيمُونَ الصَّلاةَ
[Surat al-Naml:3] they bring it in its proper form "

To establish a thing means to bring it in a straight manner, and the prayer is not straight unless it is brought in its proper form.
And the establishment of the prayer, as you know, is of two types: a type that is necessary, which is bringing the pillars, the obligatory acts, and the conditions.
And a type that is in a state of perfection, which is bringing the perfecting elements, such as the sunnahs and others.

who establish the prayer الَّذِينَ يُقِيمُونَ الصَّلاةَ
[Surat al-Naml:3] they bring it in its proper form
and they give وَيُؤْتُونَ
they give
the zakahالزَّكَاةَ

All right, regarding His saying:
who establish the prayer يُقِيمُونَ الصَّلاةَ
[Surat al-Naml:3] is the meaning the obligatory prayer or the voluntary prayer?
The student: The obligatory prayer.
The student: General.

The Shaykh : Yes. General, because it is not permissible for a person to perform a sunnah, for example, in a manner that contradicts the obligatory perfection. If someone said: I will perform a voluntary prayer, but I will not recite al-Fatihah because it is a sunnah, is that permissible or not?
It is not permissible. We say: Now it is obligatory for you to recite al-Fatihah. If he said: I am not going to bow, or I am not going to prostrate. That is not possible.
So, the verse: the prayer is general, its establishment in the obligatory and in the voluntary.
And His saying:
and they give the zakah وَيُؤْتُونَ الزَّكَاةَ
the second object for "they give" is not specified, but it is known. What is the implied meaning? They give the zakah to its rightful recipient, and Allah Blessed and Exalted is He has specified the recipient of the zakah in Surat al-Bara'ah with a clear, detailed explanation.
And His saying:
and they give the zakah وَيُؤْتُونَ الزَّكَاةَ
the zakah, you do not need to define it for yourselves because you know it, and it is called zakah because it purifies the person
Take, [O, Muhammad], from their wealth a charity by which you purify them and cause them increase خُذْ مِنْ أَمْوَالِهِمْ صَدَقَةً تُطَهِّرُهُمْ وَتُزَكِّيهِمْ بِهَا
[Surat al-Tawbah:103].
His saying:
and they give the zakah وَيُؤْتُونَ الزَّكَاةَ
this is praise for those who give the zakah, and the surah, as we saw, is Meccan, so does that mean the zakah was made obligatory in Mecca or in Medina?
It is known among the scholars that it was made obligatory in Medina, but the correct view is that it was made obligatory in Mecca, but the determination of its shares and the detailed explanation of the wealth was in Medina. This is the correct view, and it is the one by which the evidence agrees.
And His saying:
and of the Hereafter they are certain [in faith]. وَهُمْ بِالآخِرَةِ هُمْ يُوقِنُونَ
[Surat al-Naml:3].
