The questioner : The questioner also asks about the burqa, saying: Is it permissible to wear the burqa in front of non-mahram men without covering the eyes, or not?

The Shaykh : This is what was understood from our last statement: that it is permissible and there is no harm in it. The Messenger (peace and blessings be upon him) said regarding the woman:
A woman should not wear the niqab when she is in a state of ihram لا تنتقب المرأة إذا أحرمت
This indicates that her wearing the niqab, other than during ihram, was among their customs at that time. So there is no blame on a woman to wear the niqab in foreign lands and show her eyes. As for in her own country, where the women are accustomed to covering their faces without a niqab, it is better that she not wear the niqab and cover her face completely, as is the custom of her country.
