Is wearing the burqa forbidden?

Answer:
If the burqa is the size of the eye, such that only the eye is visible, there is nothing wrong with it. However, if she covers herself with the complete khimar, that is more complete and better. As for the eye, there is nothing wrong with it being visible, except in the state of ihram.

The presenter : Except in the state of ihram.

The Shaykh : In the state of ihram, she does not wear the burqa, yes.

The presenter : May Allah reward you with good. Some women, O Shaykh, have also used the burqa for fashion. Is there any guidance on this?

Answer : The burqa must be the size of the eye, covering the entire face except for the area of the eye, or one eye for the sake of the road. And if she covers herself with the khimar through which she can see the road, that is sufficient, and praise be to Allah; it is more beautiful and better.
