What is the meaning of nearness?

Machine translationRead the Arabic original
The questioner : May Allah bless you. We divided presence into specific presence and general presence.

The Shaykh : Yes

The questioner : So is nearness also divided into presence...

The Shaykh : It is nearness. We mentioned it, and otherwise, the correct nearness is that it is not divided and that it is specific to the one who worships Allah or calls upon Him alone. So Allah is not near to the disbeliever, because nearness is a description more specific than presence, and it indicates complete care. For this reason, nearness was not mentioned as a description of Allah (Mighty and Majestic) except in the case of supplication
And when My servants ask you, [O Muhammad], concerning Me - indeed I am near. I respond to the invocation of the supplicant when he calls upon Me
[Al-Baqarah 2:186]
and in the case of worship, as the Messenger of Allah (peace and blessings be upon him) said:
The nearest a servant come to his Lord is when he is prostrating himself
Sunan Abi Dawud 875Sahih (Al-Albani)

If someone asks who... is wandering, and what does wandering mean?
The student: ...

The Shaykh : Hmm, O Allah, guide us among those You have guided. Settle the matter, O...
I say that nearness is specific. If someone asks, does not Allah say
(16) And We have already created man and know what his soul whispers to him, and We are closer to him than [his] jugular vein (17) When the two receivers receive, seated on the right and on the left.
[Qaf 50:16-17]
, and does not the human here include the believer and the disbeliever, the worshipper and the non-worshipper, the supplicant and the non-suppliant? We say that Shaykh al-Islam (may Allah have mercy on him) says: "We are nearer to him with our angels", because he qualified the nearness with his statement:
When the two receivers receive
[Qaf 50:17]
(16) And We have already created man and know what his soul whispers to him, and We are closer to him than [his] jugular vein (17) When the two receivers receive, seated on the right and on the left.
[Qaf 50:16-17]
. But it is objected to this that it be said: How does Allah attribute nearness to Himself when the intended meaning is the nearness of His angels? We say there is no strangeness in this, just as He attributed recitation to Himself when the intended meaning is the recitation of His angels. So He said to the Messenger (peace and blessings be upon him):
(16) Move not your tongue with it, [O Muhammad], to hasten with recitation of the Qur'an. (17) Indeed, upon Us is its collection [in your heart] and [to make possible] its recitation. (18) So when We have
[Al-Qiyamah 75:16-18]
, who recites it is Jibril.
So when We have recited it [through Gabriel], then follow its recitation.
[Al-Qiyamah 75:18]
And Allah the Exalted attributes a thing to Himself while His intended meaning is His angels (Mighty and Majestic), because His angels act by His command, so He attributes their action to Himself because He is the one who commands them (Exalted and Majestic is He). The conclusion is that nearness, as Shaykh al-Islam (may Allah have mercy on him) said, is specific and does not become general. The time has ended. Now, let us see the one with the creed. Here, Musafir, you replace him.
The reciter: In the name of Allah, the Most Gracious, the Most Merciful. Our Shaykh (may Allah preserve him) said: "And we believe in what His Messenger (peace and blessings be upon him) informed us about Him, namely that
descends to the lowest heaven every night when a third of the night remains. He says, 'Who is calling on Me so that I can answer him? Who is asking Me for something so that I can give to him? "Who is asking Me for forgiveness so that I can forgive him? ينزل كل ليلة إلى السماء الدنيا حين يبقى ثلث الليل الآخر الأخير فيقول من يدعوني فأستجب له من يسالني فأعطيه من يستغفرني فأغفر له
Al-Adab Al-Mufrad 753
And we believe that He, Glorified and Exalted is He, will come... on the Day of Resurrection to judge between the servants, as He, the Exalted, said:
(21) No! When the earth has been leveled - pounded and crushed - (22) And your Lord has come and the angels, rank upon rank, (23) And brought [within view], that Day, is Hell - that Day, man will remember, but what good to him will be the remembrance?
[Al-Fajr 89:21-23]
And we believe that He, the Exalted,
an effecter of what He intends.
[Hud 11:107]
And we believe that His will, the Exalted, is of two types: a creative will by which His intended purpose is realized, and it does not entail..."

The Shaykh : His intended thing.
The reader: "A cosmic type by which His intended thing occurs, and it is not necessary that it be beloved to Him. It is the one that means the will, as He said:
And if Allah had willed, they would not have fought, but Allah does what He wills. If Allah intends to mislead you, He is your Lord
, and a legislative type by which the occurrence of the intended thing is not necessary, and the intended thing therein is not except what is beloved to Him, as He said:
Allah wants to accept your repentance
[An-Nisa 4:27]
, and we believe that His cosmic and legislative will is a follower..."

The Shaykh : The cosmic.
The reader: "And we believe that His cosmic and legislative will is a follower of His wisdom, so whatever He decrees cosmically or obliges His creation legislatively, it is wisdom and in accordance with wisdom, whether we know of it what we know or our minds fall short of it.
Is not Allah the most just of judges?
[At-Tin 95:8]
And who is better than Allah in judgment for a people who are certain? And we believe that Allah the Exalted loves..."
