The time of the continuation of the message for the prophet to whom the book was revealed, based on the saying of the Prophet (peace and blessings be upon him):
Every Prophet used to be sent to his nation only but I have been sent to all mankind. وكان النبي يبعث إلى قومه خاصة وبعثت إلى الناس عامة

. "It ends with the revelation of what abrogates them and clarifies the distortion and alteration that occurred in them. And for this reason, they were not protected from it—meaning from distortion and alteration—indeed, distortion, addition, and omission occurred in them" in the previous books, because their original purpose was not for permanence, but rather they are temporary. The Jews. The Jews are the boldest of people against Allah and His messengers. They describe Allah with deficiency and flaw, they kill the prophets without right, and they distort the words from their contexts. When they were told to say "Hatta" (a lightening of the burden), they said "Hunatta" (wheat). So they are the boldest of people against Allah, His messengers, and His books. May Allah fight them; how are they turned away?
"And He the Exalted said:
So woe to those who write the "scripture" with their own hands, then say, "This is from Allah," فويل للذين يكتبون الكتاب بأيديهم ثم يقولون هذا من عند الله
[Al-Baqarah 2:79]

And they are liars, but they buy with it a small price. What is the small price? That they retain prestige with the kings. They write for the kings what they want, then say: This is from Allah. So the king acts upon it, or the common people act upon it, so that their prestige and leadership remain.
Is there anyone in this Ummah who does this work? Yes, in this Ummah there are those who distort the texts of the Book and the Sunnah to please the leaders and sultans. These are called the scholars of the state, because scholars, in our view, are of three categories: The scholar of the state, who looks at what the state desires and twists the necks of the texts to what it wants. The second is the scholar of the Ummah, who looks at what benefits the people and pleases them, so he distorts the texts to match the desires of the people, and this is common. The third is the scholar of the religion, who speaks for the religion and defends it. This last one is the divine scholar. Good.

Woe to them for what their hands have written فويل لهم مما كتبت أيديهم

, and for its results:
and woe to them for what they earn. وويل لهم مما يكسبون
[Al-Baqarah 2:79]
, because what their hands have written will have bad consequences; people will turn away from the religion and take what these people have written. The point of this is His saying:
write the "scripture" with their own hands, then say, "This is from Allah," يكتبون الكتاب بأيديهم ثم يقولون هذا من عند الله
[Al-Baqarah 2:79]
, and this indicates that what happened has happened in the previous books.
And He the Exalted said:
Say, "Who revealed the Scripture that Moses brought as light and guidance to the people? You [Jews] make it into pages, disclosing [some of] it and concealing much. قل من أنزل الكتاب الذي جاء به موسى نورا وهدى للناس تجعلونه قراطيس تبدونها وتخفون كثيرا
[Al-An'am 6:91]

As for the meaning of the verse:
And indeed, there is among them a party who alter the Scripture with their tongues وإن منهم لفريقا يلوون ألسنتهم بالكتاب

. Twisting is of two types: conceptual twisting, which is conceptual distortion; and verbal twisting, which is verbal distortion.
Some scholars included in verbal twisting the recitation of non-Qur'anic texts with the recitation style of the Qur'anic texts, meaning: for example, you read a hadith as if you are reading the Qur'an, because if you read the hadith with the tone of Qur'anic recitation, it misleads the listener into thinking it is the Qur'an, and it falls under His saying:

And they say, "This is from Allah," but it is not from Allah. And they speak untruth about Allah ويقولون هو من عند الله وما هو من عند الله ويقولون على الله الكذب

, meaning that He revealed this, but Allah did not reveal it, and they know that they are liars.

It is not for a human [prophet] that Allah should give him the Scripture and authority and prophethood and then he would say to the people, "Be servants to me rather than Allah," ما كان لبشر أن يؤتيه الله الكتاب والحكم و النبوة ثم يقول للناس كونوا عبادا لي من دون الله
[Ali 'Imran 3:79]
