The Shaykh : In this hadith there are benefits:
Among its benefits is the establishment of the hudud, based on his saying:
The hudud are not carried out لا تقام الحدود
This indicates that there are hudud that are carried out. What is the ruling on carrying out the hudud? It is a collective obligation, as the Commander of the Faithful, 'Umar ibn al-Khattab (may Allah be pleased with him), said when he delivered a sermon from the pulpit and mentioned stoning, saying:
I fear that if time passes for the people, they will say, 'We do not find stoning in the Book of Allah,' and they will go astray by leaving an obligation that Allah the Exalted and Majestic revealed. أخشى إن طال بالنّاس زمان يقولوا لا نجد الرّجم في كتاب الله فيضلّوا بترك فريضة أنزلها الله عزّ وجلّ

The Shaykh : Yes, carrying out the hudud is on every individual, meaning on every one who commits what necessitates the hadd? The answer is yes. There is no difference between the noble and the lowly, or between the male and the female. Showing favoritism in them is not permissible, except for one who repents before being able to be seized, in which case the hadd is dropped from him.
Among the benefits of this hadith is the prohibition of carrying out the hudud in the mosques, because the original ruling of prohibition is prohibition, and because the meaning necessitates it, as doing so results in what contradicts the exaltation of the mosque.
And among the benefits of this hadith is the establishment of retaliation (qisas), based on his saying:
And retaliation is not exacted in them ولا يستقاد فيها
Retaliation is obligatory, but it has conditions. By what is it dropped? If the owner of the right forgives, it is dropped.
In this hadith is the prohibition of retaliation in the mosques, due to the prohibition of it, and because that contradicts the sanctity of the mosques and their exaltation.
"And from 'A'ishah (may Allah be pleased with her), she said:
On the day of al-Khandaq (battle of the Trench), Sa'd was injured and Allah's Messenger (ﷺ) pitched a tent for him in the mosque to visit him from a close distance. أصيب سعد يوم الخندق فضرب عليه رسول الله صلى الله عليه وسلم خيمة في المسجد ليعوده من قريب.
