He says: If the prices of goods are known in the country, prevailing among the people and they are satisfied with them, and an importer comes to the market and sells for half the price, is he prevented? That is, this is the opposite of hoarding. Yes, this requires detailed explanation:
If the values of the goods are as the people of the town say, and the people do not profit except at this value, then he may prevent him. Some of the Rightly Guided Caliphs did this, because it ruins the people's markets.
