Question:
If the hoarding occurs at times when people do not need the hoarded item, but the seller anticipates a rise in prices, is this permissible?

Answer:
The Prophet (peace and blessings be upon him) said:
No one hoards but a sinner.لا يحتكر إلا خاطئ

And whoever hoards has erred. So this hoarding is forbidden, but the scholars have identified the place of hoarding, and that it is in times when there is hardship for the people, such as when food is expensive, so he buys it to sell it for more. This is not permissible; this harms the people.
As for times of abundance, when there is much good and ample wealth, and if he buys what affects the market but does not cause an increase in burden for the people, then if he buys something and stores it to sell it at another time in order to profit from it, this is the nature of trade: he buys this, sells this, and stores this. So if there is no hardship, it is not called hoarding.
Likewise, if he takes it from the farmer, grains from the farmer, and keeps it with him until a time he hopes will be more beneficial and higher in price for selling it, because the current time is stagnant and food is cheap, so he preserves the produce of his farm, the grains and dates, until another time; this is not called hoarding.
