The Shaykh : Do not say: “I believe he is a martyr.” Say:
Whoever is killed in the cause of Allah is a martyr من قتل في سبيل الله فهو شهيد
Sunan Ibn Majah 2804
as 'Umar (may Allah be pleased with him) said. 'Umar addressed the people and said: “You say so-and-so was a martyr and so-and-so is a martyr, and perhaps he did such and such. But say: Whoever is killed or dies in the cause of Allah is a martyr”, ... there is no contradiction in it; it agrees with the ruling of Allah, because he is speaking about the ruling of Allah (Mighty and Majestic).

The Shaykh : No, it is not specific. If they are at war with us, no. In times other than war, do not betray one who has betrayed you. But if they are at war, it is permissible for us to take their wealth.
