The Shaykh : Those who say this and speak these words imagine that establishing the Muslim state is merely a construction that a person can build simply by preparing some materials, and then the building stands tall. It is not so. All Muslims, including these people who have wasted their lives in their party, which is nearly a century old, and they have not produced anything yet, is because they did not follow the old wisdom that says, "Whoever walks on the path will arrive." They did not walk on the path and the road that prepares for them the establishment of Islamic rule or the Islamic state on earth. We, they, and all Muslims agree on what the Messenger of Allah (peace and blessings be upon him) used to preach before every sermon, which is his saying (peace and blessings be upon him):Sahih Muslim 867a. So what did the Messenger of Allah (peace and blessings be upon him) do until he was able to establish the rule of Allah or the Muslim state in Madinah al-Munawwarah? Was his only goal to strive only for the establishment of this rule, or did he have a higher and greater goal? We all know from the texts of the Book and the Sunnah that Allah (Mighty and Majestic) did not send the messengers or send down the books except to achieve one goal, which is, as in the Noble Qur'an: [An-Nahl 16:36]. This is the goal of the sending down of the books and the sending of the messengers. As for the establishment of the state, it may become easy or it may not become easy. And we do not mean by this rigidity, if my expression is correct, that we do not care about establishing the Muslim state. No, we do care about it, but we do not forget the primary goal for which the messengers were sent, as we mentioned earlier, which is: establishing the worship of Allah alone on earth. Then, if the state is established that protects this word, defends it, and spreads it in the wide earth of Allah, that is light upon light. But it is not permissible to be occupied with the means at the expense of the goal. And I see that establishing the Muslim state is a means, not a goal. The goal is the worship of Allah on earth alone, with no partner. The evidence for this is that we know from our previous belief that Allah (Mighty and Majestic) sent the messengers and sent down the books for the worship of Allah alone, with no partner. He sent many messengers, as mentioned in the Noble Qur'an: [Ghafir 40:78]. Did all these messengers, and even more so those prophets whose number exceeds thousands upon thousands, and whose number is multiplied compared to the sent messengers, did all of them have a state on earth? The answer is no. The greatest example of this is that some prophets, indeed some messengers, Allah (Mighty and Majestic) explicitly stated in the Noble Qur'an that only a few believed with them. The most important of these, for example, in our current situation, is the noble messenger, our master Noah (peace be upon him). He remained among his people for a thousand years except fifty years, by the text of the Qur'an, and yet only a few followed him and believed with him. Did his state arise? His state did not arise. But he called: [Nuh 71:5-6]. But as we said, only a few believed with him, and they were those who boarded the ship with him. So if the goal is the call to tawhid (the oneness of Allah), then the means of establishing the Islamic state on earth follows. What is the goal of this establishment? It is to support this word, defend it, and spread it in the wide earth of Allah, as he (peace and blessings be upon him) said: Sahih Muslim 22. Those who sing and chant day and night about the call to establish the Islamic state are, except for a few of them, still far from realizing the meaning of "La ilaha illa Allah" (There is no god but Allah). They themselves, even if some among them realized the meaning of this good word in their own selves, that is only because these individuals connected with the call of truth, which is the call of tawhid, in some Islamic lands, and became so because of it, not because of their own call, they became realizers of the word of tawhid. Those who sing about establishing the Islamic state must follow the Messenger of Allah (peace and blessings be upon him) in establishing the Muslim state. The Messenger of Allah (peace be upon him) remained among his people in Makkah for thirteen years, calling them to the same call that the messengers called to, to worship Allah and avoid the taghut (tyranny). He met what he met in the way of that from calamities and misfortunes until he ordered his companions to migrate. The first migration was to Abyssinia, and the second migration to it, and then to migrate to him after he (peace and blessings be upon him) migrated to Madinah al-Munawwarah. There he began to lay the foundation for establishing the Muslim state. So where is this group that follows the footsteps of the Messenger of Allah (peace and blessings be upon him) and cares, above all else, for realizing the call of tawhid on earth and gathering people on this basis? There is none on the face of the earth except those who are called Ahl al-Hadith (the people of the Sunnah) in some lands, or Ansar al-Sunnah (the supporters of the Sunnah) in some others, or Salafis in other lands, and so on. So we say to these people, in conclusion of this word which I have brought, "Sadd, and Sadd is full, do not drive the camels this way, O Sadd." Rather, it is upon us today to realize two words that are light on the tongue, heavy in the balance, and beloved, if Allah wills, to the Most Merciful. They are realizing purification and education. Purifying Islam from what has entered it that it is innocent of, as it is said, "innocent as the wolf is of the blood of Yaqub," and educating the Muslims. I do not mean the millions, but educating the group that wants to establish the state of Islam on earth on this purified Islam. So they are two words: purification and education. A person can preserve them. On what basis is the Muslim state established? On purification and education. On the basis of this purification. And in conclusion, I say, I like a word said by the head of one of these groups, but it went with the winds. They did not stand by it. They turned away from it to the side. They brushed it aside. It is his saying: "Establish the state of Islam in your hearts, and it will be established for you on your land." Establishing the state of Islam in the hearts is not possible except by purification and education. Purification means understanding Islam in the light of the Book and the Sunnah, and education is understood to be on this basis. And praise be to Allah, Lord of the worlds.

إِنِّي دَعَوْتُ قَوْمِي لَيْلًا وَنَهَارًا * فَلَمْ يَزِدْهُمْ دُعَائِي إِلَّا فِرَارًاI have been commanded to fight against people till they testify that there is no god but Allah, that Muhammad is the messenger of Allah, and they establish prayer, and pay Zakat and if they do it, their blood and property are guaranteed protection on my behalf except when justified by law, and their affairs rest with Allah.
