A: It is prescribed for the Bedouins and travelers to perform the prayer for rain (istisqa') when they need to do so, in accordance with the Sunnah of the Messenger of Allah (peace and blessings be upon him), for he (peace and blessings be upon him) used to seek rain during times of drought and ask Allah (Glorified and Exalted is He) for rain for the Muslims. Thus, when the need arises for the Bedouins to call for aid, the prayer for rain is prescribed for them, and likewise for travelers, when they need to do so, it is prescribed for them to seek aid from their Lord, as Allah (Glorified and Exalted is He) said: [Ghafir:60]. And He (peace and blessings be upon him) said: : [al-Baqarah:186]. And He (Glorified and Exalted is He) said: [al-Naml:62]. And if they seek aid from their Lord and ask Him without the prayer, there is no blame on them, for it is prescribed for the Muslims to ask their Lord for their needs and to draw near to Him through His obedience.
And He, the Exalted, loves to be called upon and asked. He is the Generous, the Noble, the Most Merciful, the Bestower of Mercy. He gives for a wisdom and withholds for a wisdom, and He is capable of all things. He is not questioned about what He does, but they are questioned. However, it is prescribed for the servants to ask Him, the Exalted, for their needs and to draw near to Him with what He loves, such as prayer, supplication, charity, and the like. And success is from Allah.
