A: The majority of scholars hold that the traveler may pray the prayer of travel once he has left the town, because the Prophet (peace and blessings be upon him) did not shorten the prayer in his travels unless he left the city. So he prays two rak'ahs, because the criterion is the time of the act. If the mu'adhdhin calls for the midday or afternoon prayer and the traveler goes out and passes beyond the inhabited part of the town, it is prescribed for him to shorten the four-rak'ah prayer. The criterion is the time of the act, not the time of leaving the town, because at the time of the act he is a traveler.
