Q: Is there zakah on a loan?

A: If a loan comes to you and a lunar year of possession passes over it before you spend it, you must pay zakah on it; because it has become your wealth by your taking possession of it. So, if you take one thousand riyals, or two thousand, or one hundred thousand, or more from Zayd, and a lunar year of possession passes over it while it is with you, then you must pay zakah on it; because by taking possession of it, it became your wealth and became a debt upon you to your brother. So, you must pay zakah on it just as you pay zakah on other wealth that came to you by gift, bequest, or any other of the lawful means.
