The Ruling on Begging
Machine translationRead the Arabic original
Q: What is the ruling of the religion regarding begging?
A: Begging is not permissible except in three circumstances that the Prophet (peace and blessings be upon him) specified in the authentic hadith, which is what Muslim narrated in his Sahih from Qabisah ibn Mukhariq al-Hilali (may Allah be pleased with him) from the Prophet (peace and blessings be upon him) that he said: Then he (peace and blessings be upon him) said: Sunan Abi Dawud 1640Sahih (Al-Albani).
This hadith: The Prophet (peace and blessings be upon him) clarified in it the types of begging that are permissible, and that anything other than them is forbidden. So whoever has what suffices his need, whether from a salary, a job, trade, the yield of an endowment, real estate, or manual labor such as carpentry, blacksmithing, farming, or the like, begging is forbidden for him.
As for the one who is compelled to it, there is no blame on him if he asks to the extent of his need. Likewise, the one who has taken on a burden to reconcile people or to provide for his family and children, there is no blame on him if he asks to settle the debt. And success is from Allah.

Begging is not permissible for anyone except for three: a man who has taken on a burden, and begging is permissible for him until he obtains it, then he stops; a man who is struck by a calamity that sweeps away his wealth, and begging is permissible for him until he obtains a means of livelihood; and a man who is struck by poverty, and three men of understanding from his people say, "Indeed, so-and-so has been struck by poverty," and begging is permissible for him until he obtains a means of livelihood.
Any other reason for begging, Qabisah, is forbidden, and one who engages in such consumes it as a thing which is forbidden.
