Question:
Is it permissible to pay zakah in a country other than the one in which one resides?

Answer:
It is preferable and more cautious to distribute zakah in the country where the owner of the wealth resides. If a person is in one country and his wealth is in another, it is better to pay the zakah at the location of the wealth; based on the saying of the Prophet (peace and blessings be upon him) in the hadith of Mu'adh (may Allah be pleased with him) , when he sent him to Yemen:
Call them to testify that there is no god but Allah and that I am the Messenger of Allah. If they obey you in that, inform them that Allah has made obligatory upon them five prayers in every day and night. If they obey you in that, inform them that Allah has made obligatory upon them a charity to be taken from their rich and returned to their poor. If they obey you in that, beware of the best of their wealth, and fear the supplication of the oppressed, for there is no barrier between it and Allah.ادعهم إلى أن يشهدوا أن لا إله إلا الله وأني رسول الله، فإن هم أطاعوك لذلك، فأخبرهم أن الله افترض عليهم خمس صلوات في كل يوم وليلة، فإن هم أطاعوك لذلك، فأخبرهم أن الله افترض عليهم صدقة تؤخذ من أغنيائهم فترد على فقرائهم، فإن هم أطاعوك لذلك، فإياك وكرائم أموالهم، واتق دعوة المظلوم، فإنه ليس بينها وبين الله حجاب

However, if the legitimate public interest requires transferring zakah from one country to another, either because there are poor relatives in the other country, or poor students of knowledge, or people whose need is severe, then there is no harm in that according to the more correct of the scholars' opinions; due to hadiths and reports that have come regarding this.
