Question:
The questioner from Bahrain, the female listener (N. J. Q), sent a question asking: Is it permissible to give zakah to Muslims outside the country in which we live, such as in Makkah and al-Madinah during Hajj or 'Umrah, or is it permissible to send it to victims of drought, or to the mujahideen in Afghanistan and Palestine, and others?

Answer:
The poor of the country are more deserving; because they are in need of it, and the Messenger of Allah (peace and blessings be upon him) said:
which would be collected from the wealthy amongst them and distributed to their needy onesتؤخذ من أغنيائهم، فترد لفقرائهم
Sahih Muslim 19c
And because it is a form of support, so the wealthy person supports the poor person who is with him in his country. If the poor in the country are few, and they have obtained what is sufficient for them, then there is no harm in transferring it to other countries, such as the Afghan mujahideen, and the mujahideen inside Palestine, and others, or if he has relatives whose need is severe, so he transfers it to them, or poor people who are known to have a need that is more severe than the need of the poor of the country; then there is no blame in that. Otherwise, the principle is that the poor of the country are more deserving. Yes.
