Q3: Is it permissible to transfer zakah from one country to another , and is it permissible to transfer it from one neighborhood to another in the same country?
A3 : It is prescribed that the zakah of the people of each country be distributed among the poor of that country; based on the saying of the Prophet (peace and blessings be upon him) to Mu'adh:Sahih Muslim 19a The hadith is agreed upon as authentic. If transferring the zakah to another country is for a stronger benefit, then there is no blame in that; such as severe need in the other country, or the presence of poor relatives, or the like.
As for transferring the zakah from one neighborhood to another in the same country, it is permissible; because the ruling for the country is one. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

فأعلمهم أن الله افترض عليهم صدقة تؤخذ من أغنيائهم فترد على فقرائهمAs for transferring the zakah from one neighborhood to another in the same country, it is permissible; because the ruling for the country is one. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
