Q: Is it permissible for a brother to give his zakah to his needy brother (who is married and works, but his income is not sufficient)? Is it also permissible for a poor paternal uncle? And is it permissible for a woman to give the zakah of her wealth to her brother, paternal aunt, or sister?

A: There is no harm in a man or woman giving their zakah to a poor brother, poor sister, poor paternal uncle, poor paternal aunt, or other poor relatives; due to the generality of the evidence.
Charity given to the poor is charity, and charity given to a relative is charity and maintaining family tiesالصدقة في المسكين صدقة وفي ذي الرحم صدقة وصلة
. This excludes parents, however high up the lineage they may be, and children, whether male or female, however low down the lineage they may be, for zakah is not given to them even if they are poor. Rather, it is obligatory for him to spend on them from his wealth if he is able to do so, and no one else is found to provide for them.
