Q: What is the ruling on one who abandons zakah? Is there a difference between one who abandons it out of denial, stinginess, or negligence?

A: In the name of Allah, all praise is due to Allah, and may peace and blessings be upon the Messenger of Allah, and upon his family and his Companions. After that:
The ruling on one who abandons zakah is detailed. If he abandons it by denying its obligation, while the conditions for its obligation are present for him, he commits disbelief by that, by scholarly consensus, even if he pays zakah, as long as he denies its obligation. However, if he abandons it out of stinginess or laziness, he is considered an open sinner who has committed a great major sin among the major sins, and he is under the will of Allah if he dies in that state; for Allah the Exalted said:
Indeed, Allah does not forgive association with Him, but He forgives what is less than that for whom He willsإِنَّ اللّهَ لاَ يَغْفِرُ أَن يُشْرَكَ بِهِ وَيَغْفِرُ مَا دُونَ ذَلِكَ لِمَن يَشَاء
[Al-Nisa: 48].
The Noble Qur'an and the authentic, mass-transmitted Sunnah indicate that one who abandons zakah will be punished on the Day of Resurrection with the wealth for which he did not pay zakah, and then his path will be shown to him, either to Paradise or to the Fire. This warning is for one who does not deny its obligation. Allah the Exalted said in Surat al-Tawbah:
And those who hoard gold and silver and spend it not in the way of Allah - give them tidings of a painful punishment. (35) The Day when it will be heated in the fire of Hell and seared therewith will be their foreheads, their flanks, and their backs, [it will be said], "This is what you hoarded for yourselves, so taste what you used to hoard."وَالَّذِينَ يَكْنِزُونَ الذَّهَبَ وَالْفِضَّةَ وَلاَ يُنفِقُونَهَا فِي سَبِيلِ اللّهِ فَبَشِّرْهُم بِعَذَابٍ أَلِيمٍ. يَوْمَ يُحْمَى عَلَيْهَا فِي نَارِ جَهَنَّمَ فَتُكْوَى بِهَا جِبَاهُهُمْ وَجُنوبُهُمْ وَظُهُورُهُمْ هَذَا مَا كَنَزْتُمْ لأَنفُسِكُمْ فَذُوقُواْ مَا كُنتُمْ تَكْنِزُونَ
[Al-Tawbah: 34-35].
The authentic hadiths from the Prophet (peace and blessings be upon him) indicate what the Noble Qur'an indicated regarding one who does not purify gold and silver. They also indicate that one who does not purify the livestock he possesses—camels, cattle, and sheep—will be punished with them themselves on the Day of Resurrection.
The ruling on one who abandons the zakah of paper currency and trade goods is the same as the ruling on one who abandons the zakah of gold and silver; because they have taken their place and assumed their role.
As for those who deny the obligation of zakah, their ruling is the ruling of the disbelievers, and they will be gathered with them into the Fire, and their punishment will continue forever, like the other disbelievers; for Allah (Glorified and Exalted is He) said regarding them and their like in Surat al-Baqarah:
Thus will Allah show them their deeds as regrets upon them. And they are never to emerge from the Fire.كَذَلِكَ يُرِيهِمُ اللّهُ أَعْمَالَهُمْ حَسَرَاتٍ عَلَيْهِمْ وَمَا هُم بِخَارِجِينَ مِنَ النَّارِ
[al-Baqarah:167], and He said in Surat al-Ma'idah:
They will wish to get out of the Fire, but never are they to emerge therefrom, and for them is an enduring punishment.يُرِيدُونَ أَن يَخْرُجُواْ مِنَ النَّارِ وَمَا هُم بِخَارِجِينَ مِنْهَا وَلَهُمْ عَذَابٌ مُّقِيمٌ
[al-Ma'idah:37].
