Is it permissible for a traveler to break his fast and shorten his prayer if he does not intend to stay?

Machine translationRead the Arabic original
Question: To His Eminence Shaykh Abdul Aziz ibn Abdullah ibn Baz, the Mufti of the Kingdom of Saudi Arabia and the Head of the Department of Islamic Research and Ifta. May Allah preserve him and keep him alive.
Peace be upon you, and Allah’s mercy and blessings, and after that:
I present to your Eminence the information that my brothers and I own a farm located on the Khurayji-Haradh road. It is approximately 60 km from Khurayji and approximately 140 km from Riyadh. We do not reside there, but we live in the city of Riyadh. However, we go to the farm continuously to inspect the work and monitor its progress.
Therefore, I hope your Eminence will guide us and inform us, may Allah guide you, of the Islamic ruling regarding combining and shortening prayers for us, as well as breaking the fast during the day in Ramadan in the following cases, which represent the reality of our continuous trips to the farm:
1- When we go to spend a day or part of a day at the farm to follow up on the progress of the work.
2- When we go to spend the weekend at the farm for rest and to look over the work.
3- When we go to spend the mid-semester break at the farm for rest, knowing that the break is usually two weeks.
4- When we go to the farm during the day in Ramadan, is it valid for us to break our fast, knowing that there is no hardship and that we have residences at the farm equipped with all the comforts we need?
5- What is the ruling regarding relatives and friends who accompany us on our trips to the farm, and do the same rulings apply to them as apply to us?
We hope to receive your answer in writing. May Allah guide you to what He loves and is pleased with, and may He set your steps firmly on the path of goodness. Indeed, He is the All-Hearing, the Responsive.

Answer: And upon you be peace, the mercy of Allah, and His blessings.
There is no harm in your shortening, combining, and breaking your fast in Ramadan, you and those with you, if you go to the farm, provided the reality is as you mentioned above, except in one case: if you agree to reside in the farm for more than four days, then you do not shorten, do not combine, and do not break your fast in Ramadan. May Allah guide them all, and peace.
