Question: For one whose residence is below the miqat boundaries, from where does he enter into ihram?

Answer: One who is below the miqat boundaries enters into ihram from his location, just as the people of al-Um al-Salam and the people of Bahra enter into ihram from their locations, and the people of Jeddah enter into ihram from their city. This is based on the saying of the Prophet (peace and blessings be upon him) in the hadith of Ibn Abbas: "And as for one who is below that—meaning below the miqat boundaries—his place of entering ihram is from where he sets out." In another wording: "His place of entering ihram is from his home, even the people of Makkah enter into ihram from there."
