The Shaykh : And *Ihkam* (precision). According to the first meaning, *Hakim* means the Ruler, and according to the second, *Hakim* means the One who makes things precise. So, Abdullah, this root "H-K-M" indicates both precision and ruling. So, according to the second, which is ruling, *Hakim* means Ruler, and according to the first, it means the One who makes things precise. Thus, this noble name indicates that the ruling belongs to Allah, and it indicates that Allah is described with wisdom, because precision is perfection, and perfection is placing things in their proper place. So, in the verse, there is an affirmation of ruling and an affirmation of wisdom. Allah (Mighty and Majestic) alone is the Ruler. The ruling of Allah is either cosmic or legislative:
The legislative ruling of Allah: It is effective for those whom Allah has guided among His servants.
The cosmic ruling of Allah: It is effective for all servants.
The legislative ruling is effective for those whom Allah has guided, and the cosmic ruling is for everyone. Did you understand, Muhammad? And what did I say?
The student: The legislative ruling is effective for those whom Allah has guided, and the cosmic ruling is effective for those whom He has guided.

The Shaykh : It is effective for those whom He has guided. As for the disbeliever, there is no ruling of Allah over him. There is no cosmic ruling of Allah over the disbeliever. I am building on the words of my brother Muhammad here.
The student: The disbeliever is subject to a ruling.

The Shaykh : So we say the difference is: the legislative ruling is effective for those whom Allah has guided, and the cosmic ruling is for all people, the guided and the unguided. Now, do we need to mention examples from the Qur'an that indicate this? Let us listen. Allah the Exalted said:
Then is it the judgement of [the time of] ignorance they desire? But who is better than Allah in judgement for a people who are certain [in faith]. أَفَحُكْمَ الْجَاهِلِيَّةِ يَبْغُونَ وَمَنْ أَحْسَنُ مِنَ اللَّهِ حُكْمًا لِقَوْمٍ يُوقِنُونَ
[Al-Ma'idah 5:50]

[Al-Qasas 28:88]

[Yusuf 12:80]

The Shaykh : One, one, correct. Well done. May Allah reward you. One of the brothers of Yusuf. This is a reminder. It must be said "one of the brothers of Yusuf." Yes, that is right. The correct word is "one," but whenever I make a mistake in a word or something, teach me. May Allah reward you with good. Good.
So I will never leave [this] land until my father permits me or Allah decides for me فَلَنْ أَبْرَحَ الْأَرْضَ حَتَّى يَأْذَنَ لِي أَبِي أَوْ يَحْكُمَ اللَّهُ لِي

And He the Exalted said in Surat al-Mumtahanah:
That is the judgement of Allah; He judges between you. And Allah is Knowing and Wise. ذَلِكُمْ حُكْمُ اللَّهِ يَحْكُمُ بَيْنَكُمْ والله عليم حكيم
[Al-Mumtahanah 60:10]
Legislative, right? Good. What is the difference between the legislative ruling and the cosmic ruling? I mentioned a little while ago that the legislative ruling is specific to those whom Allah has guided, meaning its implementation, and the cosmic ruling is effective for all people, right or not? Good. This is the difference. So, is death a cosmic ruling or a legislative one? Cosmic. No one can escape it. Health is cosmic. Illness is cosmic. Prayer is legislative. One person may pray, and another may not pray. And likewise zakah and fasting, and so on. This is the difference between them.
Allah (Mighty and Majestic) is Wise in the cosmic ruling and in the legislative ruling. He is also the One who makes both precise. So, both rulings are in accordance with wisdom: the cosmic ruling of Allah and the legislative ruling of Allah. As for the legislative ruling, there is no doubt that it is in accordance with wisdom. And as for the cosmic ruling, likewise, there is no doubt that it is in accordance with wisdom. But some of the rulings we know, and some of the rulings we do not know, because Allah the Exalted says:
And mankind have not been given of knowledge except a little." وَمَا أُوتِيتُمْ مِنَ الْعِلْمِ إِلاّ قَلِيلاً
[Al-Isra 17:85]
So, if someone asks: Is the legislative ruling beneficial for the community in every time and place? Beneficial for the community in every time and place? Good. For example, if someone says: Riba in the present time, the economy does not function except with it. What do we say? This is a lie. Rather, corruption does not occur except with it. The economy of people did not become corrupt, and financial inflation did not occur, and the disparity between classes did not happen, except because of riba. And killing, looting, theft, and the corruption of morals did not occur with them except through riba, or not? People who have millions are oppressed. One says, what is above a million? Billions, or billions, or trillions, I do not know, above billions. Yes, in any case, there are people who do not have a garment to cover their nakedness. Why? Because these rich, wealthy people have devoured the money of people in this way. Until we hear that some poor people borrowed four thousand. This is a real case. He borrowed four thousand, and it was only a few years until it became more than thirty thousand. Yes. But, unfortunately, some people do not say, when the year is completed, either pay it back or increase it, as they say in the pre-Islamic age of ignorance. But they say, come, the year is completed, pay me. He says: I do not have it. He says: Borrow from me and pay me. Meaning, take my cars for a price higher than their current price. Yes, and go, sell them, and get the money. This is a method.
A second method: He says, I will borrow from so-and-so and pay you. And when the year is completed, the second one, the one I borrowed from, says to him: Pay me. He says: I do not have it. He says: Go, borrow from so-and-so. Yes, they play with him like a ball. One hits it with this one, and one hits it with that one. And the man says to me, and the man's method is the last method. And whenever the debt falls due on me, he says to me: Pay me. I say: I do not have it. He says: Go, borrow from so-and-so. I borrowed from so-and-so, and the debt increased on me, or not? When the year is completed, he says: Give me my right. I say: I do not have it. He says: Borrow from so-and-so. He goes to borrow from so-and-so, and it increases, and so on, until it became more than thirty thousand, while at first it was four thousand. This is injustice. Where is the benefit? So, the important thing is that the legislative ruling is a reformer for creation in every time and place. Here is a phrase well known among people: They say that the Islamic religion is suitable for every time and place. This is true. But this phrase is used in two ways: One is that the application of the Islamic Shari'ah is suitable for every time and place, even if wealth increases and its problems increase. If we apply Islam, this is what will reform it. Good. Using this phrase in this way is correct and sound. Another use says: It is suitable for every time and place, meaning that we adapt it to every time and place. What? This is not correct. And with this usage, the meaning of our saying "suitable" turns into "subject to every time and place." And I think there is a difference between the two phrases. There is a difference between saying "suitable" and saying "subject." The important thing is that the wisdom of Allah (Mighty and Majestic) in His legislation is that He, Exalted is He, legislated for His servants what is suitable for them and a reformer for them until the Day of Resurrection. And whoever claims that the Shari'ah by which the Salaf of the community were reformed does not reform the community now, he is an apostate from Islam, a disbeliever. Why? Because Allah says to the community collectively:
and have approved for you Islam as religion ورضيت لكم الإسلام دينا
[Al-Ma'idah 5:3]
And He says:
This day I have perfected for you your religion اليوم أكملت لكم دينكم
[Al-Ma'idah 5:3]
So, it is complete. And it is famous from Imam Malik (may Allah have mercy on him) his saying: "The end of this community will not be reformed except by what reformed its beginning" And he spoke the truth, may Allah have mercy on him. It is not possible for the end of the community to be reformed except by what reformed its beginning.
Good. Is the cosmic ruling in accordance with wisdom? In accordance with wisdom?

The Shaykh : No, pay attention, everyone. May Allah guide us and you. Sometimes diseases, drought, destruction of wealth, and wars occur. What is the wisdom? What is the wisdom? Let us listen and look at reality:
Corruption has appeared throughout the land and sea by [reason of] what the hands of people have earned so He may let them taste part of [the consequence of] what they have done that perhaps they will return [to righteousness]. ظَهَرَ الْفَسَادُ فِي الْبَرِّ وَالْبَحْرِ بِمَا كَسَبَتْ أَيْدِي النَّاسِ لِيُذِيقَهُمْ بَعْضَ الَّذِي عَمِلُوا لَعَلَّهُمْ يَرْجِعُونَ
[Ar-Rum 30:41]
This is the wisdom, so that they may return. Greater than this wisdom is the fact that many a person was healthy but was an open sinner, so when he became ill, he returned to Allah. This often happens; when he becomes ill, he returns to Allah. And often it is the opposite: a trial and a test.
And of the people is he who worships Allah on an edge. If he is touched by good, he is reassured by it; but if he is struck by trial, he turns on his face وَمِنَ النَّاسِ مَنْ يَعْبُدُ اللَّهَ عَلَى حَرْفٍ فَإِنْ أَصَابَهُ خَيْرٌ اطْمَأَنَّ بِهِ وَإِنْ أَصَابَتْهُ فِتْنَةٌ انْقَلَبَ عَلَى وَجْهِهِ
[Al-Hajj 22:11]
Whether the trial is in religion or in this world, we ask Allah for well-being. He turns on his face. Some people worship Allah on the edge, feeling comfortable and at ease, but when a trial comes in religion, he turns on his face. When a trial comes in this world—death of relatives, loss of wealth, psychological problems—he turns on his face, may Allah protect us. So the important point is that we say Allah has wisdom even in cosmic matters, but sometimes we do not know it. We do not know it until the event occurs. This is something a person knows in himself. Sometimes he acts on his own and does something, and then says, "I wish I had not done it." After some time, he realizes he will need to do it in this manner. Yes, this is observed. It is not that he was planning for the second situation that occurred recently, nor was he thinking about it. He was thinking of the present and prepared what he prepared, but he found in it something that contradicted what his need today requires. After a while, he sees it as suitable, as if he had made it two or three months ago, as if he had made it for today's work. Is this wisdom or not? It is wisdom, even though at first we did not think this was the best. We thought the best was the opposite, but the matter turned out that this is the best. This is from the mercy of Allah upon man. For this reason, Allah the Exalted said:
For if you dislike them - perhaps you dislike a thing and Allah makes therein much good.فَإِنْ كَرِهْتُمُوهُنَّ فَعَسَى أَنْ تَكْرَهُوا شَيْئًا وَيَجْعَلَ اللَّهُ فِيهِ خَيْرًا كَثِيرًا
[An-Nisa 4:19]
Look at the expression of the Qur'an. It did not say, "If you dislike them, perhaps you will dislike them, and Allah will make much good in them." It said:
Perhaps you will hate a thing فَعَسَى أَنْ تَكْرَهُوا شَيْئًا
Why? For the sake of generality, so that it includes them and others.
perhaps you dislike a thing and Allah makes therein much good. فَعَسَى أَنْ تَكْرَهُوا شَيْئًا وَيَجْعَلَ اللَّهُ فِيهِ خَيْرًا كَثِيرًا
[An-Nisa 4:19]
And it is like His saying, the Exalted:
But perhaps you hate a thing and it is good for you وَعَسَى أَنْ تَكْرَهُوا شَيْئًا وَهُوَ خَيْرٌ لَكُمْ
[Al-Baqarah 2:216]
