The Shaykh : Allah, Mighty and Majestic, says:
but My mercy encompasses all things وَرَحْمَتِي وَسِعَتْ كُلَّ شَيْءٍ
[Al-A'raf 7:156]
This is from Allah, in the verse that preceded the words of whom? The angels. But this is the speech of Allah, Mighty and Majestic. He, Exalted and Majestic is He, praises and extols Himself:
but My mercy encompasses all things وَرَحْمَتِي وَسِعَتْ كُلَّ شَيْءٍ
[Al-A'raf 7:156]
Yes, so He, Exalted and Majestic is He, extols Himself by stating that His mercy encompasses, meaning includes, everything, from the people of the heavens and the people of the earth. And we say about it what we said about the previous verse. Good.
And He said:
Your Lord has decreed mercy for Himself كَتَبَ رَبُّكُمْ عَلَى نَفْسِهِ الرَّحْمَةَ
Allah is the Greatest. "Decreed" means He obligated mercy upon Himself. It is not we who obligate upon Allah. Allah, Mighty and Majestic, by His generosity, bounty, and magnificence, obligated mercy upon Himself and made His mercy precede His anger.
And if Allah were to impose blame on the people for what they have earned, He would not leave upon the earth any creature وَلَوْ يُؤَاخِذُ اللَّهُ النَّاسَ بِمَا كَسَبُوا مَا تَرَكَ عَلَى ظَهْرِهَا مِنْ دَابَّةٍ
[Fatir 35:45]
But His forbearance and mercy necessitated that the creation remain until a specified term. He, Mighty and Majestic, says:

Meaning He obligated mercy upon Himself. Read what follows it:

that any of you who does wrong out of ignorance and then repents after that and corrects himself - indeed, He is Forgiving and Merciful." أَنَّهُ مَنْ عَمِلَ مِنْكُمْ سُوءاً بِجَهَالَةٍ ثُمَّ تَابَ مِنْ بَعْدِهِ وَأَصْلَحَ فَأَنَّهُ غَفُورٌ رَحِيمٌ
[Al-An'am 6:54]

that any of you who does wrong أَنَّهُ مَنْ عَمِلَ مِنْكُمْ سُوءاً

"Evil" is an indefinite noun in the context of a condition, so it generalizes all evil, even shirk (associating partners with Allah).
in ignorance بِجَهَالَةٍ
Meaning by foolishness, not by ignorance of lack of knowledge, but by foolishness, lack of wisdom, because everyone who disobeys Allah has disobeyed Him in ignorance, foolishness, and lack of wisdom.
and then repents after that and corrects himself - indeed, He is Forgiving and Merciful." ثُمَّ تَابَ مِنْ بَعْدِهِ وَأَصْلَحَ فَأَنَّهُ غَفُورٌ رَحِيمٌ
[Al-An'am 6:54]
Will He forgive him or not? He will forgive him. He did not end the verse with this except that he will attain forgiveness and mercy. This is from His mercy, Exalted and Majestic is He, which He decreed upon Himself. Otherwise, the requirement of justice would be to hold him accountable for his sin and reward him for his good deed. Pay attention, meaning if the matter were by justice, this man sinned for fifty days, then repented and reformed for fifty days. What is justice? We punish him for the fifty days and reward him for the fifty days. But Allah, Mighty and Majestic, decreed mercy upon Himself. All the fifty days that passed of evil are erased and removed. Not only that,
For them Allah will replace their evil deeds with good فَأُولَئِكَ يُبَدِّلُ اللَّهُ سَيِّئَاتِهِمْ حَسَنَاتٍ
[Al-Furqan 25:70]
the past sins become good deeds, because every good deed is a repentance, and every repentance has a reward.
Thus, the effect of His saying, Exalted is He:
Your Lord has decreed mercy for Himself كَتَبَ رَبُّكُمْ عَلَى نَفْسِهِ الرَّحْمَةَ
becomes apparent.
Good. And His saying:
And He is the Forgiving, the Mercifulوَهُوَ الْغَفُورُ الرَّحِيمُ
[Yunus 10:107]
: He, meaning Allah, is the Forgiving, the Merciful. He, Mighty and Majestic, combined these two names because through forgiveness, sins are dropped, and through mercy, the desired is attained. The human being is in need of this and this: in need of salvation by which he is saved from his sins, and in need of happiness by which he is made happy by the mercy of Allah, Mighty and Majestic.
the Most Forgiving الْغَفُورُ
is a form of exaggeration derived from al-ghufr (forgiveness), which is covering with protection, or covering only? Covering with protection. I tell you why? Because it is derived, O Aliyan, from al-mighfar (helmet). Al-mighfar is something placed on the head in battle that protects from arrows. This helmet achieved two benefits: covering the head and protecting it.
So
the Most Forgiving الْغَفُورُ
means the One who covers the sins of His servants and protects them from their sins by pardoning them. And what indicates this is what is established in the authentic hadith:
That Allah, Mighty and Majestic, will be alone with His servant on the Day of Resurrection and will confront him with his sins, saying: You did such and such, and you did such and such, and you did such and such, until he acknowledges them. Then Allah, Mighty and Majestic, says to him: I have concealed them from you in the worldly life, and I forgive them for you today. أن الله عز وجل يخلو يوم القيامة بعبده، ويقرره بذنوبه، يقول عملت كذا، وعملت كذا وعملت كذا حتى يقر فيقول الله عز وجل له قد سترتها عليك في الدنيا، وأنا أغفرها لك اليوم

As for al-Raheem (the Merciful), He is the One of vast mercy, as mentioned before.
