The Shaykh : The author (may Allah have mercy on him) mentioned in this section what relates to the attributes of Allah (Mighty and Majestic) concerning speech, and he said:
"And my Lord has ever been speaking *** And His speech is heard in the adhan"
He has not ceased, meaning in the past and He will not cease in the future, until the Lord, Mighty and Majestic, said:[Luqman 31:27] Allah is the Greatest [Luqman 31:27] All of it became pens with which it is written, and the sea extends it after it with seven seas. The words of Allah will not be exhausted, and there is no end to them, because Allah, Mighty and Majestic, has not ceased and will not cease to will and create. Whenever He wills something, He says to it "Be," and it is. So the words of Allah will not be exhausted, and the words of Allah, Glorified and Exalted is He, will not be exhausted. For this reason He said: He has not ceased and will not cease to speak, and His speech heard in the adhan is His speech. It is heard; He does not create sounds that are heard to express His speech, but His speech, Mighty and Majestic is He, is heard in the adhan. Musa heard it, and Muhammad (peace and blessings be upon him) heard it, and Adam and others before them heard it. The speech of Allah is heard and is made heard in the adhan, but His voice does not resemble the voices of the created beings. Only one whom Allah, Mighty and Majestic, has made steadfast can stand up to it. For this reason, when He spoke with the revelation, the heavens trembled and the angels fainted [Saba 34:23] and His Messenger. Yes.
"In truth and justice, His words are perfected *** In seeking and informing, without any deficiency"
Allah the Exalted said:[Hud 11:119] And in a reading: The author distributed it, saying: "In seeking and informing" Seeking with regard to justice, and informing with regard to truth. So His reports are all truth, and His judgments are all justice. Then he said:
"And His Messenger sought refuge with the words from *** The bite and the evil eye and from Satan"
He said: I seek refuge with the perfect words of Allah. So he sought refuge with the words from the bite of the snake, from the evil eye of the envious one, and from the jinn. Is it possible for the Prophet (peace and blessings be upon him) to seek refuge with a created thing? It is not possible to seek refuge with a created thing. Yes, it is possible to seek refuge with a created thing in what the living created being in front of him is capable of. For this reason, the Prophet (peace and blessings be upon him) said, when he spoke about the trials he mentioned: But a thing that is absent, seeking refuge with it. It is not possible to seek refuge with a created thing. (Peace and blessings be upon him). "Far is He from associating partners with Allah, and He is the teacher of faith
Rather, he sought refuge in the words, which are His attributes *** Glorified is He, they are not of the created things "
In contrast to whom? No, in contrast to the Jahmiyyah, who said that the speech of Allah is created, being part of the created things.
"And likewise the Qur'an is the very speech of His, *** Heard from Him in reality with clarity"
The Qur'an is the speech of Allah, the very speech of His. Who heard it? Jibril, then he brought it down upon the heart of the Prophet (peace and blessings be upon him).
"It is the speech of my Lord, all of it, not part of it *** In word and meaning, they are not two creations"
It will come, if Allah wills, in the words of the author that some people said that the Qur'an is the speech of Allah in meaning but not in word, and some said that it is the speech of Allah in word and meaning but that it is created.
"The revelation of the Lord of the worlds and His word *** The word and the meaning without any deviation"
This is the belief of the people of the Sunnah and the community. They believe that the Qur'an is the speech of Allah in word and meaning.
"But the voices of the servants and their actions *** Like their ink and the paper, are two created things"
Now, these are four things: the voice, the action, the paper, and the ink. The voice is the pronunciation, the action is the movements of the mouth and tongue, the ink is the ink, and the paper is the paper written on, in a spread sheet. Now, these four are created. For this reason, he said:
"But the voices of the servants and their actions *** Like their ink and the paper, are two created things"
So the voice is for the reciter, and the speech is the speech of the Creator (Mighty and Majestic). For this reason, he said:
"So the voice is for the reciter, but the spee *** ch is the speech of the Lord of the Throne, the One of grace
This is if there is an intermediary *** like the created one reading the Qur'an "
This is his saying: "It is the speech of my Lord." But if there is an intermediary, like the recitation of the created being of the Qur'an.
"When that intermediary is absent, like what *** He spoke to the son of Imran"
Who is he? Musa, the son of Imran. Allah spoke to him directly.
"There, the created thing is the hearing itself, not *** Anything of what is heard, so understand these two"
Here, when Allah (Mighty and Majestic) speaks to someone without an intermediary, the speech of Allah is not created, and it is what is heard. The hearing that perceives the speech is created. For this reason, he said:
"There, the created thing is the hearing itself, not *** Anything of what is heard, so understand these two
This is the statement of Ahmad and Muhammad "
Ahmad ibn Hanbal and Muhammad ibn Ismail al-Bukhari (may Allah have mercy on him) said: There is a difference between what is recited and the recitation, and between the reciter and the one who speaks with what is recited. What is recited, what is it? It is not created. The recitation is created. The reciter is created. The one who speaks with what is recited, which is Allah, is not created. Of course, the speech of Allah (Mighty and Majestic) is not created, so His speech is not created. With this detail, the problem is resolved. Yes, here there is a difference between the speech and the one who speaks, between the reciter and what is recited. For this reason, some of the Salaf, as I mentioned to you before, said: The voice is the voice of the reciter, what is it? And the speech is the speech of the Creator. And Allah knows best. Yes.

What did we stop at? This is the statement of Ahmad. The verse after it, the one that follows.
"And my Lord has ever been speaking *** And His speech is heard in the adhan"
He has not ceased, meaning in the past and He will not cease in the future, until the Lord, Mighty and Majestic, said:
And if whatever trees upon the earth were pens and the sea [was ink], replenished thereafter by seven [more] seas, the words of Allah would not be exhausted
ولو أنما في الأرض من شجرة أقلام والبحر يمده من بعده سبعة أبحر ما نفدت كلمات اللهAnd if whatever trees upon the earth were pens and the sea [was ink], replenished thereafter by seven [more] seas, the words of Allah would not be exhausted. Indeed, Allah is Exalted in Might and Wise.
لو أنما في الأرضuntil, when terror is removed from their hearts, they will say [to one another], "What has your Lord said?" They will say, "The truth." And He is the Most High, the Grand.
حتى إذا فُزع عن قلوبهم قالوا ماذا قال ربكم قالوا الحق وهو العلي الكبير"In truth and justice, His words are perfected *** In seeking and informing, without any deficiency"
Allah the Exalted said:
But the word of your Lord
وتمت كلمة ربكAnd the words of my Lord are fulfilled in truth and justice
وتمت كلمات ربي صدقا وعدلا"And His Messenger sought refuge with the words from *** The bite and the evil eye and from Satan"
He said: I seek refuge with the perfect words of Allah. So he sought refuge with the words from the bite of the snake, from the evil eye of the envious one, and from the jinn. Yes, it is possible to seek refuge with a created thing in what the living created being in front of him is capable of. For this reason, the Prophet (peace and blessings be upon him) said, when he spoke about the trials he mentioned:
Whoever finds a means of seeking refuge, let him seek refuge with it
