The first question of Fatwa number ( 17521 )
Q1: Imam Ahmad ibn Hanbal says in his book (al-Sunnah): "The Qur'an is the speech of Allah, not created; whoever claims it is created is a Jahmi disbeliever." I want to know from your eminence why the one who says the Qur'an is created is a disbeliever, and why Imam Ahmad (may Allah have mercy on him) ruled him a disbeliever?
A1 : The Qur'an is truly the speech of Allah the Exalted, revealed to our Prophet Muhammad (peace and blessings be upon him) as revelation. Allah the Exalted said:
And if any one of the polytheists seeks your protection, then grant him protection so that he may hear the words of Allahوَإِنْ أَحَدٌ مِنَ الْمُشْرِكِينَ اسْتَجَارَكَ فَأَجِرْهُ حَتَّى يَسْمَعَ كَلامَ اللَّهِ
[At-Tawbah 9:6]
the verse, and Allah the Exalted said:
And this [Qur'an] is a Book We have revealed [which is] blessed, so follow it and fear Allah that you may receive mercy.وَهَذَا كِتَابٌ أَنْـزَلْنَاهُ مُبَارَكٌ فَاتَّبِعُوهُ وَاتَّقُوا لَعَلَّكُمْ تُرْحَمُونَ
[Al-An'am 6:155]
, and Allah the Exalted said:
And [it is] a Qur'an which We have separated [by intervals] that you might recite it to the people over a prolonged period. And We have sent it down progressively.وَقُرْآنًا فَرَقْنَاهُ لِتَقْرَأَهُ عَلَى النَّاسِ عَلَى مُكْثٍ وَنَـزَّلْنَاهُ تَنْـزِيلا
[Al-Isra 17:106]
, and there are many verses on this. So the Qur'an is the speech of Allah, revealed and not created. Whoever says it is created has committed disbelief; because the speech of Allah the Exalted is one of His attributes, and whoever claims that one of His
attributes is created is a disbeliever; because the attribute is a branch of the Essence, and because this false statement involves likening Allah to His creation. Indeed, the children of Adam did not speak until Allah created speech for them. So whoever says the speech of Allah is created has likened Allah to His creation. Exalted is Allah above that by a great elevation. Rather, Allah has always been speaking whenever He wills, and we do not say He did not speak until He created speech, just as we do not say He did not know until He created knowledge. This is clear to one who seeks the truth and to whom Allah illuminates his insight. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
