A1 : The difference between the two statements mentioned in the question is that the one who says "The Qur'an is created" is a disbeliever whose disbelief takes him out of the fold of Islam. He is to be called to repent by the one in authority; if he repents from his statement after being informed of the ruling, otherwise he is to be killed. And whoever says this has resembled the Zindiqs of the Hululiyyah Ittihadiyyah Jahmiyyah and the Mu'tazilah who said in the creation of the Qur'an. The Qur'an is the speech of Allah, and it is an attribute of His attributes. He, Glorified and Exalted is He, is described with attributes of perfection, and His attributes are inseparable from His sacred Self.
It is not conceivable that His attributes separate from Him, and the ruling regarding the attributes is like the ruling regarding the Self. The speech of the Creator of mankind does not resemble the speech of mankind. There is no doubt about the disbelief of the one who holds this view, and the scholars of the Salaf have agreed on declaring him a disbeliever. Imam Ahmad ibn Hanbal (may Allah have mercy on him) said: "Whoever says the Qur'an is created, he is a disbeliever in our view; because the Qur'an is from the knowledge of Allah and it contains the names of Allah. So if a man says: 'Knowledge is created,' he is a disbeliever; because he claims that Allah had no knowledge until He created it." And Sufyan al-Thawri (may Allah have mercy on him) said: "Whoever claims that the saying of Allah:[An-Naml 27:9] is created, he is a disbeliever, a Zindiq, and his blood is lawful." Likewise, Imam Malik Ibn 'Uyaynah Yahya ibn Ma'in and others said in declaring him a disbeliever. As for the one who says "My utterance of the Qur'an is created," it is a general statement that allows for truth and falsehood. So it is obligatory to ask him for details and inquire about his intention. If he intends by "utterance" the sound, then it is correct. But if he intends by "that which is uttered," which is the Qur'an, then it is invalid, and it is the statement of the Jahmiyyah and the Mu'tazilah .
