We say: He has always been and remains a Speaker. The evidence for this is rational, because the actions of Allah have always existed, and every action of Allah is accompanied by a word. What is it? "Be,"
His command is only when He intends a thing that He says to it, "Be," and it is. إنما أمره إذا أراد شيئا أن يقول له كن فيكون
[Ya-Sin 36:82]
so speech is by will. It is not a meaning that subsists in itself, independent of His will, as the Asha'irah claimed, but rather it is by will. There is evidence for this: among it is
His command is only when He intends a thing إنما أمره إذا أراد شيئا

The question is whether it is by will or not by will? It is by will. Therefore, the speech associated with the intended meaning is likewise by will.
