Question: The brother M. M. S. from Port Said, Egypt, says in his question: If I performed Hajj with my small child and recited the talbiyah on his behalf, but we were unable to complete his Hajj, is there anything required of us? We ask you to kindly provide the ruling?

Answer: It is recommended (mustahabb) for a father, mother, or anyone else who performs Hajj with a child to recite the talbiyah on his behalf for Hajj, and likewise for 'Umrah; because it is established in the authentic collections that the Prophet (peace and blessings be upon him) had a woman lift up a boy and she said: O Messenger of Allah, does this child have a Hajj? He said:
Yes, and you have a rewardنعم ولك أجر
It was narrated by Muslim in his Sahih.
This Hajj is a voluntary (nafilah) Hajj for the child, and when he reaches maturity, it becomes obligatory (wajib) for him to perform the obligatory Hajj if he has the means to do so, and likewise for a girl. And it is required of the one who enters the state of ihram on behalf of the boy or girl to perform tawaf with him, sa'y with him, throw the jamarat on his behalf, and slaughter a sacrificial animal (hady) on his behalf if he was performing qiran or tamattu', and to perform the farewell tawaf with him when leaving; due to the aforementioned hadith, and due to the hadiths and athar in its meaning from the Companions (may Allah be pleased with them).
And whoever falls short in that, he must complete it. If he left off throwing the jamarat on his behalf, or left off the farewell tawaf, then he must offer a sacrificial animal (dam) to be slaughtered in Mecca for the poor from the money of the one who entered ihram on his behalf. And if he did not perform the tawaf of ifadah with him, or did not perform the obligatory sa'y with him, then he must return with him to Mecca and perform tawaf and sa'y. And if the one with the boy or girl fears that he will not fulfill the obligation, let him leave off entering ihram on his behalf; because entering ihram is not obligatory, but it is recommended (mustahabb) for one who is able to do so. And success is from Allah.
