How the People of Meccah Enter the State of Ihram and the Place of Their Ihram

In this episode, we return to the letter from our listener (H. M. N.) from al-Dawadimi. We presented part of his questions in previous episodes, and in this episode, he has a number of questions remaining. In one of them, he says: What is the method of entering the state of ihram from Meccah? What does the one in ihram say when he makes the intention? Does he do what is done when entering ihram from the miqat? Does he enter ihram for Hajj from Meccah or from al-Hal outside Meccah? May Allah reward you with good.
Answer: The one who enters ihram from Meccah, or from al-Hal near Meccah, or from the miqat, it is prescribed for each of them to perform ghusl, clean themselves, and apply perfume. Then, after that, they recite the talbiyah for their Hajj or 'Umrah. If there is something that requires trimming the beard or cutting the nails, he does so. If he has a long beard or long nails, it is recommended for him to trim his beard and cut his nails. Then he recites the talbiyah by saying: "O Allah, here I am for Hajj" if it is for Hajj, or "O Allah, here I am for 'Umrah" after the intention. After he intends in his heart to enter into Hajj or 'Umrah, he intends in his heart to enter into Hajj or 'Umrah, then he recites the talbiyah, saying: "O Allah, here I am for 'Umrah," "O Allah, here I am for Hajj," as the Prophet (peace and blessings be upon him) did. However, if it is for 'Umrah, he must go out of Meccah; he does not recite the talbiyah in Meccah. If he intends 'Umrah and he resides in Meccah, or if he has exited from a previous 'Umrah in Meccah, or from Hajj in Meccah, and he intends 'Umrah, he goes out to al-Hal and does not recite the talbiyah in Meccah. He goes out to al-Hal, to al-Tan'im, which is called the Mosques of 'A'ishah, or to al-Ja'ranah, or to 'Arafah, or to other places that are outside the Haram in al-Hal. He intends to enter into 'Umrah, then he recites the talbiyah. This is because the Messenger of Allah (peace and blessings be upon him) ordered 'A'ishah, when she intended 'Umrah, to go out to al-Tan'im, outside the Haram. So her brother 'Abd al-Rahman took her there, and she entered ihram from al-Tan'im, which is outside the Haram. And so it is for people like her: whoever intends to enter ihram for 'Umrah goes out from Meccah to al-Hal, intends in his heart to enter into 'Umrah, then recites the talbiyah, whether he is from the people of Meccah or one who exited from Hajj or 'Umrah in Meccah and then intends 'Umrah; he goes out to al-Hal.
As for the one who comes from his country intending 'Umrah or intending Hajj, he must enter ihram from the miqat he passes. If he is from the route of al-Madinah, he enters ihram from the miqat of al-Madinah. If he is from Najd or al-Ta'if, he enters ihram from al-Sayl al-Hajj, the miqat of the people of Najd. If he is from the route of Yemen, he enters ihram from the miqat of Yemen. If he is from the route of the Maghrib or Egypt or al-Sham, he enters ihram from Rabigh. If he came from the route of the coast, he enters ihram from Rabigh when he reaches its level. If he is from Iraq, he enters ihram from the miqat of Iraq, which is Dhat 'Irq, also called al-Dhahibah. Whether he came for 'Umrah or Hajj, because the Prophet (peace and blessings be upon him) designated the miqats for the people and said:
and those (Mawaqit) are also meant for those who live at these (places) and for those too who come from without towards them for the sake of Hajj or 'Umraهن لهن ولمن أتى عليهن من غير أهلهن ممن أراد الحج أو العمرة

And those living inside these Mawaqit can assume Ihram from the place where they start; even the people of Mecca can assume Ihram from Mecca.ومن كان دون ذلك فمهله من حيث أنشأ حتى أهل مكة من مكة

. So whoever is before the miqats, if he intends 'Umrah or Hajj, enters ihram from his location. The people of Jeddah from Jeddah, the people of al-Sharai' from al-Sharai', the people of al-Najim from al-Najimah, and the people of Umm al-Salam from Umm al-Salam, and so on. Every person before the miqats enters ihram from his location for Hajj and 'Umrah, even the people of Meccah, if they intend Hajj, they enter ihram from Meccah.
And so it is for the one who comes to Meccah from outside its people, who comes for trade, or to visit relatives, or for other purposes, not intending Hajj or 'Umrah, and then it occurs to him to perform Hajj when the time of Hajj arrives; he enters ihram from Meccah. And praise be to Allah.
As for 'Umrah, as mentioned previously, he goes out to al-Hal. If he intends 'Umrah while he is in Meccah, he goes out to al-Hal and enters ihram from al-Hal, as mentioned previously from the hadith of 'A'ishah (may Allah be pleased with her), that the Prophet (peace and blessings be upon him) ordered her, when she intended 'Umrah, to go out to al-Hal. So she went out with her brother 'Abd al-Rahman, and she entered ihram from al-Tan'im. Al-Tan'im is outside the Haram, and people today call it the Mosques of 'A'ishah. Yes.
