What constitutes the first and second exit from the state of consecration

What are the matters by which the pilgrim exits from the state of consecration for the first and second time? Is it necessary to arrange them in a specific order? And what is the meaning of "driving the sacrificial animal"?

Answer: The first exit from the state of consecration is achieved by two out of three matters, which are: stoning the Aqabah pillar on the day of the festival, shaving or shortening the hair, and the circumambulation of the Ka'bah for the exit (Tawaf al-Ifadah) along with the walking between al-Safa and al-Marwah for those who have the walking obligation. If the pilgrim stones the pillar and shaves or shortens his hair, he achieves the first exit from the state of consecration. He is then permitted to wear sewn clothing in general, and he is permitted to use perfume, cut his nails, and do similar things. When he performs the circumambulation of the Ka'bah for the exit and performs the walking between al-Safa and al-Marwah, if he was combining the lesser pilgrimage with the major pilgrimage, performing the major pilgrimage alone, or combining them, and had not performed the walking with the arrival circumambulation, then everything that was forbidden to him by the state of consecration becomes permissible to him, such as women, perfume, wearing sewn clothing, and other things.
As for driving the sacrificial animal, its meaning is: that he drives with him a camel or more, or a cow or more, or a sheep or more; as a sacrificial animal to slaughter in Makkah. He does not have the exit from the state of consecration until he slaughters his sacrificial animal, whether he drove the sacrificial animal from his country or from along the way. This is because the Prophet (peace and blessings be upon him) ordered the one who has a sacrificial animal with him not to exit from his state of consecration until he slaughters his sacrificial animal on the day of the festival or during the days of stoning.
It is not obligatory to arrange these mentioned matters in a specific order. He may perform the circumambulation before the stoning, and he may perform the shaving or shortening of the hair before the stoning and the slaughtering. However, the better course is to arrange them, as the Prophet (peace and blessings be upon him) did: he would stone, then slaughter if he had a sacrificial animal with him or if it was obligatory upon him, then shave or shorten his hair, then perform the circumambulation, then perform the walking between al-Safa and al-Marwah if he had the walking obligation. This is the prescribed order.
