What is the correct ruling regarding the means by which one exits the state of ihram during Hajj?

Question:
If a person who throws the stones at the large pillar on the Day of Sacrifice, slaughters his sacrificial animal, and shaves or trims his hair, but does not perform the Tawaf of Ifadah on that day until nightfall, does he return to the state of ihram as he was, as indicated by an authentic hadith in Abu Dawud, or does he remain in the state of exiting ihram? Please give us a ruling, may Allah reward you, as this issue has been difficult for many students of knowledge.

Answer:
If one throws the stones on the Day of Eid and shaves or trims his hair, he exits the state of ihram; or if he throws the stones and performs Tawaf, he exits the state of ihram; these are among the three options. Or if he only throws the stones, he exits the state of ihram according to the stronger view, because throwing the stones is the basis for the first exit from ihram—throwing the stones at the pillar on the Day of Eid. However, if he adds shaving or trimming or Tawaf to it, that is more complete and more cautious, in order to avoid the difference of opinion. If he performs all three, all the permissions of exiting ihram are granted: throwing the stones, shaving or trimming, and Tawaf and Sa'y—if he has Sa'y to perform. As for slaughtering, it is not included in what permits exiting ihram or prevents it, with regard to the pilgrims. And he does not have to put back the clothes of ihram if night falls before he performs Tawaf. This is the correct view held by the majority of scholars, and it is like a consensus among them.
The hadith in which he said:
You have returned to the state of ihramعدتُم حُرُمًا
has weakness in its chain, and there is no proof with those who authenticated it; rather, its chain is weak. It is not obligatory for people, if they have exited the state of ihram, to return to the state of ihram on the night of the eleventh day if they have not performed Tawaf. No, they remain in the state of exiting ihram. The Prophet (peace and blessings be upon him) did not say to the people when they exited the state of ihram on the Day of Eid: "If you do not perform Tawaf, you will return to the state of ihram." Rather, it came in a narration that he said this to a group who entered upon him while he was with Umm Salama at night.
The point is that it is a weak opinion. That is what the imams and a group of scholars are upon. Some of them said: "No one adopted it except Urwah ibn al-Zubayr." So the result is that it is a weak opinion.
