Answer: If the pilgrim performs the Tawaf of Ifadah, it is not permissible for him to have relations with women unless he has completed the other matters, such as stoning the Jamarat al-Aqabah, and shaving or shortening the hair. At that point, it becomes permissible for him to have relations with women; otherwise, it is not.
Tawaf alone is not sufficient. It is necessary to stone the Jamarah on the day of Eid, and it is necessary to shave or shorten the hair, and it is necessary to perform Tawaf and Sa'y if Sa'y is required of him. With this, it becomes permissible for him to have relations with women; without it, it is not. However, if he does two of the three—for example, if he stones and shaves or shortens—then it becomes permissible for him to wear sewn clothing and use perfume, and the like, except for women. Likewise, if he stones and performs Tawaf, or performs Tawaf and shaves, then it becomes permissible for him to use perfume and wear sewn clothing, as well as hunting, cutting nails, and the like. But it is not permissible for him to have sexual relations with women unless the three are combined: that he stones the Jamarat al-Aqabah, shaves or shortens the hair, and performs the Tawaf of Ifadah and Sa'y if Sa'y is required of him, such as for one performing Tamattu'.
