Ruling on wearing sewn garments after stoning the Aqabah pillar and shaving or cutting the hair

Machine translationRead the Arabic original
Question: His Eminence the Shaykh / Abdulaziz ibn Abdullah ibn Baz (may Allah preserve him).
Peace be upon you, and Allah’s mercy and blessings, and after that:
With the will of Allah the Exalted, I intend to perform Hajj this year, and I wish to inquire about some matters of Hajj that I am ignorant of. I ask Allah, then your eminence, to illuminate the path for us, and you will have the reward and recompense for that, if Allah wills. These matters are:
After the stoning on the tenth day, if we wish to descend to Makkah for the tawaf and sa'y, and it is facilitated for us to shave, do we have to perform the tawaf in the state of ihram until the end of the sa'y, or is it permissible for us to wear sewn garments after the stoning and shaving in Mina?

Answer: If the pilgrim stones the Aqabah pillar on the Day of Sacrifice and shaves or cuts his hair, the first state of release is achieved, and it becomes permissible for him to use perfume and wear sewn garments. The only thing remaining for him is the prohibition regarding women. He may perform the tawaf in the garments of ihram and perform the sa'y, and if he wears sewn garments and covers his head during the tawaf and sa'y, there is no harm in it; because he has achieved the first state of release by stoning the Aqabah pillar and by shaving or cutting the hair, whether he is a man or a woman. However, a woman does not shave; she only cuts her hair. And success is from Allah.
