Question: Is it permissible for a person in the state of ihram to use scented soap?

Answer: Soap with a good scent is called (mumask). The most likely view, and Allah knows best, is to be lenient regarding it and not to be strict. If one leaves it out as a precaution, that is because the scent in it is apparent, so it is a matter of scrupulousness and caution. Otherwise, using it to remove dirt, grease, and the like is not called perfuming and is not a matter of perfuming. If a person in the state of ihram does this, I do not see that he owes any expiation, nor do I see any harm in it.
