Question: What is the ruling on one who performs ghusl with soap or a purifier while in a state of ihram for Hajj or 'Umrah? And if he owes an expiation, is it permissible for his brother to slaughter the animal for him, or for him to slaughter it in another country?

Answer: If one uses soap or anything else used to wash the hair, there is no blame on him, even if he is in a state of ihram, except if the soap contains perfume, such as musk. In that case, it is better to leave it out of caution. One who uses it is not considered to have perfumed himself, and he owes no expiation if he uses soap or the like, nor does he have the ruling of one who has perfumed himself. However, leaving out the scented soap that reveals the scent of perfume is safer and better for the believer.
If an expiation becomes obligatory on a person, it is slaughtered in the Haram, which is the place of the expiation, for the poor of the Haram. Except if the prohibited act was committed outside the Haram, in which case it is slaughtered in the place where the prohibited act occurred. And if it was outside the Haram, but the one who did it was inside the Haram, his expiation is in the Haram. Likewise, the penalty for hunting is in the Haram if the penalty is not fasting. Such as slaughtering and feeding, which is for the poor of the Haram. And success is from Allah.
