If one bequeaths a Hajj, may its value be spent on other righteous deeds?

Machine translationRead the Arabic original
Question: A man passed away, having bequeathed that the income (yield) of one of his houses be spent on sacrificial animals and a Hajj on his behalf every year, if it is feasible, or every other year. If there is more than that, it is to be spent on righteous deeds.
The question is: Is the bequeathed Hajj obligatory to execute, given that there is someone available to perform the Hajj on his behalf, but one does not feel reassured about him, as he has only ever performed the Hajj for the sake of material compensation? Or is it better to spend the equivalent of this money on charitable works, such as building mosques, and the like, or not?

Answer: It is obligatory to execute what the bequeather bequeathed, because the Hajj is among the acts of drawing near to Allah. The agent must strive and appoint someone whose outward appearance indicates goodness and righteousness, and whose desire to perform the Hajj is for the sake of drawing near to Allah (Glorified and Exalted is He), not for the sake of money. Allah (Glorified and Exalted is He) is the One who takes charge of the secrets of the hearts and rewards them accordingly.
